Casper obtained his LLM in Constitutional and Administrative Law from Utrecht University in 2016. He completed the specialist course in Environmental and Planning Law in 2022.

Casper advises and litigates for companies and other market operators in their dealings with supervisory authorities and regulations. He frequently negotiates with government agencies to avoid enforcement or to facilitate the permitting process. If necessary, he represents clients in legal proceedings, right up to the highest administrative court in the Netherlands: the Administrative Jurisdiction Division of the Council of State.

Casper frequently writes about his focus areas on LinkedIn. He also shares his expertise at seminars and inhouse events, and publishes about environmental and planning law and administrative law in legal journals.
